reasons why that particular list would never be a problem: we’d never put the compound noun/noun phrase at the end of the list! it would go earlier because there’s NO REASON why it needs to go at the end. we’re flexible; we can move shit. plus, if it was a whole list of compounds, you’d use semi-colons; you wouldn’t even need a conjunction because the semi-colon is god-like and can take the place of a conjunction.
reason why there is a comma after plus in the previous sentence: because it’s a separate clause. i am, in fact, being INCORRECT in that usage because statements shouldn’t begin with conjunctions. modern written english bends a lot of rules.
tbh, the only reason i have been persuaded to use the damn thing (exam marks aside) is that i accept that commas separate clauses. apparently conjunctions no longer do that. WHAT IS THIS WORLD I LIVE IN.
What if you were subtly listing those sandwiches in order of preference! Then they most certainly would have to correspond to a specific (unknown) order. I love the Oxford comma because it doesn’t care about intent - it just always is, forever and ever, whether you are simple nouns or complex ones!

Okay, it is 1:30am and I am arguing about a comma.
LOVE IT.
